On 10 June 1999, the Security Council decided in resolution 1244 to establish a civil operation in Kosovo. The United Nations Interim Administration Mission in Kosovo (UNMIK) had 4 pillars: an interim administration, humanitarian issues, rebuilding and the establishment of the government apparatus.
These tasks were assigned, respectively, to:
- the United Nations;
- the United Nations High Commissioner for Refugees;
- the European Union;
- the Organisation for Security and Cooperation in Europe (OSCE).
